Globally, technology developments are taking place at an unprecedented and ever-increasing pace, but, in many respects, European policies and attitudes seem frozen in time. If nothing is done, one thing is sure: Europe will end up missing the boat on many of the benefits the new wave of information and communication technology (ICT) can offer to the economy and society. This not only puts the region’s future growth and competitiveness at risk, but also its ability to innovate and maintain the living standards of European citizens.
